For enterprises with sprawling information environments, that's genuinely valuable. Glean now ships 85+ agent actions and delivers materially higher accuracy on complex enterprise queries than generic AI models. These are serious capabilities.

Where they still stop: Enterprise search knows what's in your org. It does not know how your org works. Retrieving the right document is not the same as knowing whether that document reflects current practice. When an AI agent pulls a policy doc from 18 months ago and routes a decision based on it, the document was retrieved correctly. The failure is that the agent had no way to know practice had drifted, or that the relevant decision authority had quietly shifted.

Consider what happens when a senior engineer leaves. Her replacement inherits all her documents. The AI agent finds everything. Where they still stop: Foundation models know how to reason and generate. They do not know your org's authority model. Agent 365 is a registry: it tells you what agents exist but not what authority they are operating under in your specific organization. A new sales rep uses an AI drafting tool to reach out to a strategic account. The tool does not know this account had a serious service failure two years ago, that the CRO has been personally managing the relationship, and that any outreach needs to go through a specific channel. The AI drafts a standard introduction. It goes out. The CRO finds out later. That is not a content problem; it is a social dynamics problem the tool had no visibility into.

Where they still stop: HR analytics knows the official org. It does not know how decisions actually route in practice. Skills databases tell you what people are capable of on paper, not who people actually trust to make the call under pressure. The org chart tells you the reporting structure, not whose informal sign-off determines whether a project moves.

A legal ops AI tool asked to route a contract for review illustrates this precisely. The org chart shows three senior counsel with equivalent standing. In practice, every SaaS vendor contract in this legal team goes to one specific counsel. She built the playbook; everyone defers to her regardless of formal assignment. The AI routes by availability. Traditional ONA treats nonresponse as missing data. It is not. High passive load combined with nonresponse means the person is overwhelmed — route optional requests away from them. Low passive load combined with nonresponse may mean the person is disconnected, skeptical, or lacking psychological safety — flag as an adoption risk. A system that ignores nonresponse will systematically over-route to overwhelmed people and miss disengagement signals entirely.

The Semantic Layer (taxonomies, ontologies, knowledge graphs) tells AI what a concept is. A note on privacy: less invasive than the alternative

A fair concern: does mapping behavioral signals amount to workplace surveillance? The short answer is no — and the contrast with the status quo makes that clear.
